Ms. Elizabeth Mohammed

Member

Ms Elizabeth Mohammed was appointed Senior Fisheries Officer (SFO) in the Ministry of Agriculture, Land and Fisheries, Trinidad and Tobago in February 2010. She has over 20 years of experience in national and regional fisheries research, policy development and implementation. She currently represents the Fisheries Division on national Committees related to fisheries, biodiversity, the environment and maritime policy and leads the Divisions initiatives towards addressing illegal, unreported and unregulated fishing and updating the national fisheries management legislation.

Ms Mohammed holds a Bachelor of Science Degree with First Class Honours and a Master of Philosophy Degree in Zoology from the University of the West Indies. She also completed graduate courses in fisheries and marine ecosystem modelling between 1998 and 2003 at the Fisheries Centre (now Institute for the Oceans and Fisheries – IOF) at the University of British Colombia, Vancouver, Canada. Her scientific contributions are published in compilations of the Sea Around Us Project of the IOF; reports of the Lesser Antilles Pelagic Ecosystem Project of the Food and Agriculture Organization (FAO) of the United Nations; technical reports of the Caribbean Regional Fisheries Mechanism; FAO publication on Coastal Fisheries of Latin America and the Caribbean; and the 2007 Caribbean Sea Ecosystem Assessment.

 

   

Captain (Retired) Neville E Wint

Captain (Retired) Neville E Wint is the Operations Manager at the Office of Disaster Preparedness and Management (ODPM). He is charge with the responsibility to plan, direct and coordinate the operations of the Preparedness and Response Unit of the ODPM, establishing and implementing an effective resource management and coordination strategy to facilitate effective disaster preparedness, response and recovery activities in Trinidad and Tobago in alignment with best practices frameworks and standards. 

In addition he provides disaster preparedness training to local authorities and communities at various levels and ensures the efficiency management of the National Emergency Operations Centre (NEOC). Captain Wint’s education includes a Masters of Science in Risk, Crisis and Disaster Management from the University of Leicester (London), and others in Risk Management, Intelligence Analysis, Homeland Security Exercise and Evaluation, Maritime Port and Harbour Security Management, Business Continuity, and Incident Command Functions.  He is also a member of various Caribbean Disaster Emergency Management Agency (CDEMA), Disaster Response Teams that response to disasters within the region and National Committees

Deputy Director, Institute of Marine Affairs

Dr. Rahanna Juman is the Deputy Director Research at the Institute of Marine Affairs (IMA).  She holds a PhD in Zoology from the University of the West Indies, St Augustine and a Bachelor of Law from the University of London and has been conducting applied research on coastal ecosystems in Trinidad and Tobago for the past 22 years.  She has published widely in international journals and has written a book on wetlands of Trinidad and Tobago.

Mrs. Lavaughn Jack-Ovid

Member

Mrs. Lavaughn Jack-Ovid is a Senior Petroleum Inspector at the Petroleum Operations Management Division of the Ministry of Energy and Energy Industries. She holds a BSc in Occupational Safety, Health and Environment from the University of Greenwich. Mrs. Jack-Ovid supervises the regulatory inspections of oil and gas facilities and also serves as a member of the Incident Command Team under the National Oil Spill Contingency Plan. For the past fifteen years she has work to ensure that oil and gas companies implement measures to prevent oil spills and restore affected areas.

Ms. Candice Gray-Bernard

Candice Gray-Bernard is a civil engineer with over 16 years of experience within the public sector of Trinidad and Tobago delivering projects in the fields of water resources, drainage, flood management and coastal engineering.  She is currently managing the Coastal Protection Unit of the Ministry of Works and Transport. Ms. Gray-Bernard has a Global Masters of Business Administration from Imperial College Business School in London, Masters of Science in Water Resources and a Masters of Philosophy in Civil Engineering.   She is currently one of four persons in Trinidad and Tobago to hold the Programme Management Professional (PgMP) certification from the Programme Management Institute.

 

Ms. Gray-Bernard’s projects portfolio include the Construction of a Silt Trap in Perseverance, Maraval, the Manzanilla Beach Facility Seawall Stabilization Works, the Richplain Ravine Flood Mitigation Project, the Mayaro/Guayaguayagauare Coastal Studies and the North Oropouche River Basin Drainage Study

 

Always up for a challenge, Ms. Gray-Bernard became a UAV (drone) pilot having challenged herself to learn about the technology given its benefits to her personal and professional life.   Her other interests include photography, ballroom dancing, blogging and paper craft.
